The Failure of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from different nations. Considerable effort is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats flew past – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Soon after, a automatic firearm opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are evidently unprepared to replace in the near term.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Strategic Calculations

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its favour in the near future.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
